Russian – the second official language of Artsakh: Parliament of Nagorno-Karabakh adopted the draft

The Parliament of Artsakh adopted the draft on amendments to the bill ‘On Language’, envisaging Russian to be given the second official language Nagorno-Karabakh. 

Twenty-seven parliamentarians voted for the bill, and two abstained.
