As part of her working visit to Australia, the Human Rights Defender of the Republic of Armenia, Anahit Manasyan, participated in the 18th International Conference of Ombuds Institutions for the Armed Forces, taking place in Sydney on October 20–21.
The conference was jointly organised by DCAF – Geneva Centre for Security Sector Governance and the Office of the Inspector-General of the Australian Defence Force under the theme “Ombuds Institutions for the Armed Forces in a Changing Geostrategic Environment.”
The event brought together representatives of ombuds institutions and defence oversight bodies from various countries, alongside international experts, to exchange experience, strengthen cooperation and enhance the effectiveness of independent oversight of the armed forces.
Opening remarks were delivered by the Hon. Matt Keogh MP, Australia’s Minister for Defence Personnel and Minister for Veterans’ Affairs; James Gaynor CSC, Inspector-General of the Australian Defence Force; and Ambassador Nathalie Chuard, Director of DCAF – Geneva Centre for Security Sector Governance.
The conference agenda addressed the protection of service members’ rights in a changing security environment, conditions of service, access to medical care and psychological support, and the well-being of service members and their families.
Dedicated discussions explored the challenges arising from the use of artificial intelligence and new technologies in the military, the lawfulness of orders, compliance with international humanitarian law, and the role of ombuds institutions in ensuring accountability within the armed forces.
The conference provides an important platform for discussing ways to expand international cooperation among ombuds institutions, strengthen their independence and develop effective mechanisms for the protection of rights.
