Armenia meets the minimum requirements of fiscal transparency. The 2017 report of the State Department indicates also the minimum requirements – documentation of the state budget, contracts and permits of the government on natural reserve mining. This process requires understanding if the mentioned governments make budget documents public. Azerbaijan, for example, is absent from the report – they have not made any progress in guaranteeing fiscal transparency.
