National Assembly adopted bill on ratifying framework agreement on strategic cooperation regarding TRIPP

The National Assembly of Armenia adopted draft laws discussed in the first and second readings, as well as draft laws on ratifying agreements, at its October 28 session.

Parliament also adopted (63 votes in favor, 32 against, 0 abstentions) the draft law on ratifying the Framework Agreement on Strategic Partnership between the Republic of Armenia and the United States concerning the Trump Route for International Peace and Prosperity (TRIPP), submitted by the Government. According to Armenian Foreign Minister Ararat Mirzoyan, all infrastructure operating within the territory of Armenia will in no way undermine the country’s territorial integrity and will operate entirely under Armenia’s sovereignty and within its jurisdiction.

The National Assembly also adopted (90 votes in favor, 0 against, 8 abstentions) the draft law on ratifying the Charter of the Board of Peace. Armenian Prime Minister Nikol Pashinyan signed the Board’s Charter on January 22, 2026, on the sidelines of the World Economic Forum in Davos, as a founding member. The idea of establishing the Board had been discussed in October 2025 during the Middle East summit in Egypt. The Board of Peace has 28 members. Under its Charter, membership is set for a three-year term, with the possibility of extension. The Board of Peace’s mandate derives from UN Security Council Resolution 2803.

Under one of the draft laws discussed and adopted in the first reading, it is proposed to transfer the State Property Management Committee and the Water Committee from the Ministry of Territorial Administration and Infrastructure to the Government of the Republic of Armenia, renaming the State Property Management Committee the State Assets Management Committee and the Water Committee the Land and Water Committee.
