The introductory part of the Constitution of Armenia contains a reference to the Declaration of Independence, but only those provisions of the Declaration of Independence that are literally quoted in the text of the Constitution have legal significance, Foreign Minister Ararat Mirzoyan stated.
“The sentence that concerns our Azerbaijani colleagues is not quoted in the text of the Constitution of Armenia. Thus, there is only one body in the world that has the right to interpret our Constitution, and that is the Constitutional Court of the Republic of Armenia.
And in September of last year, the Court issued a conclusion that the delimitation between Armenia and Azerbaijan takes place on the basis of the Almaty Declaration, which also means that we have no claims beyond the borders specified there, this principle fully complies with our Constitution, and that’s it. Therefore, if we sign the peace treaty now, it will be sent to the Constitutional Court during ratification. If it once again says that the document complies with our Constitution, it will be confirmed that there are no obstacles.
"If, in theory, our Constitutional Court says otherwise, we will discuss other possibilities. This issue is a matter of political will, of orientation: are we building peace, are we preparing to seize the opportunities, or are we going to close the process, having concerns? If there is a will, we will find a way," the Minister said at a panel discussion held within the framework of the Antalya Diplomacy Forum.
