It is a great honour for me to attend the 20th anniversary of the establishment of the Human Rights Defender’s Institution. We had a an important and democratic achievement in theoretical aspect by the introduction of the Human Rights Defender’s Institution, which took place 20 years ago, but it is known for everybody, this Institution, unfortunately, has not carried out the activity for which it has been designed by law. Now, the RA Human Rights Defender’s Office is a full-fledged independent structure, about which different international prestigious structures and the reports published by them speak.
According to the evaluations of different authoritative structures, nowadays the sphere of the protection of human rights in the Republic of Armenia is at a rather high level, however we should not be limited by the achieved successes and should do our best in order to have the protection of human rights in the Republic of Armenia at a higher and appropriate level. Of course, in this issue the role and factor of the law-enforcement bodies is also big, but if even for some reason, the citizens in this or that matter are dissatisfied by their actions, they should be convinced that on behalf of the Human Rights Defender there is a structure being engaged with the protection of human rights that eventually their violated rights will be restored.
Our authorities expect the assistance of the structure of the Human Rights Defender, in order everyone living in the Republic of Armenia will be sure by his/her example in being viable and real of the constitutional provision that a human being is an absolute value.
