Prime Minister Nikol Pashinyan has said it is unacceptable to focus only on one article of the 9 November 2020 trilateral agreement when the rest of the articles are unfulfilled.
Pashinyan commented on the matter in the context of Azerbaijan’s regular groundless accusations against Armenia on alleged unfulfillment of article 9 pertaining to unblocking of regional connections.
“You can’t take just one article of the trilateral statement, because it has nine articles. Let’s touch upon the other articles, so where is the Lachin Corridor now? Where are the peacekeepers who were supposed to be stationed in Nagorno-Karabakh pursuant to the trilateral statement? And where is article 7 of the trilateral statement which says that the internally displaced persons and refugees will return to Nagorno-Karabakh and the adjacent regions under the supervision of the UN High Commissioner for Refugees? Why haven’t the internally displaced persons and refugees returned to Nagorno-Karabakh? Why doesn’t this happen,” Pashinyan said at a conference on the Crossroads of Peace project.
Pashinyan said that while Azerbaijan often speaks about the issue of the missing persons, Armenia has a list of nearly 1000 missing persons whose fate must also be determined. Azerbaijan still keeps prisoners since 2020.
“They claim that they are not prisoners of war. However, that article [article 8] isn’t only about prisoners of war, it is about the prisoners of war, hostages and other detainees,” Pashinyan said.Pashinyan said it is unacceptable to single out one article of the trilateral statement and make the emphasis on it alone.“If we want to go back to the 9 November 2020 statement, then we should start by reading the title, and speak about its implementation sentence after sentence,” Pashinyan said, emphasizing that article 9 pertaining to unblocking of regional connections is the last article in the statement.
