There is not anything unknown to the international diplomatic practice in the draft peace treaty. Now I can say again that essentially all the content at least at the conceptual level, which accurately expresses the textual level, is revealed to the people. Armenia’s Prime Minister Nikol Pashinyan said about this during the National Assembly-Government question-and-answer session, responding to the question of Artur Khachatryan, deputy of the ‘Armenia’ faction, that the document related to the peace process between Armenia and Azerbaijan is being kept secret from the public and the opposition.
Pashinyan first mentioned that there is no question of keeping it secret, but there is a question of the correctness of diplomacy, that when you work with the second party, it is not correct to publish unilaterally.
Referring to the discussions with the people, the Prime Minister reminded that he is constantly visiting different provinces, having meetings and discussions, and one of the key points of those discussions is the peace process itself.
“As for the publication of the content, the content has been published in its entirety... not to mention that we are also discussing the delimitation process at the same pace. Was the delimitation process published? It was it published. Did it go to the Constitutional Court? It did. Did the Constitutional Court make a decision? It made. Will he come to the National Assembly? It will. In other words, at the state institutional level, there is always an opportunity to set buffers and prevent undesirable developments for the people. There is always that.
Therefore, discussion with the people does not mean that we should put aside the mandate given by the people and put our burdens on the people. The people have put the responsibility on us, we must bear that responsibility, of course, with proper notification,” he said.
