Hikmet Hajiyev, the head of the foreign relations department of the Azerbaijani president's office, during his visit to Nagorno-Karabakh with foreign diplomats, announced again today that in order to sign a peace treaty, amendments should be made to the Constitution of Armenia through a referendum.
