It is the first time that Armenia and Azerbaijan create a legal base in their relations, of course, separately in the process of border delimitation. Prime Minister of Armenia Nikol Pashinyan said this during a press conference organized on August 31, responding to the question of whether it was decided by the regulations signed and agreed between Armenia and Azerbaijan, on what principle the border delimitation process will continue.
Pashinyan emphasized that it will be published on Monday, as there are certain procedures that must be followed to ensure the legitimacy of the process, as well as the need to synchronize the processes in both countries. He also reminded that the document will be sent to the Constitutional Court for ratification and then to the National Assembly for discussion.
"I don't think that you should have any questions about the predictability of the document now, because the contents of the document have already been revealed," he said.
Regarding the assessment of what happened, regarding which there are conflicting opinions, according to Pashinyan, if we are talking about the peace agenda, in the case of such documents, the question should not be asked whether Azerbaijan won by signing the document, Armenia lost, or vice versa. “Because the real and sincere implementation of the peace agenda means that we are leaving the win-lose mode, and we are trying to reach an agreement mode. The document that was signed is the result of an agreement, which is very good."
To remind, the regulation on the joint activity of the state border delimitation commissions between Armenia and Azerbaijan will become public in the prescribed manner next Monday, within the framework of the implementation of internal coordination procedures. The Prime Minister's staff noted that the Regulations will be submitted to the Government for consideration in accordance with the Armenian legislation, after which the procedure for its ratification will begin in the National Assembly, and for this purpose the document will first be sent to the Constitutional Court to determine its compliance with the Constitution.
