The regulation signed between Armenia and Azerbaijan on the joint activity of the border delimitation commissions will have to pass the constitutional court and then debated in parliament for ratification, the Armenian Prime Minister’s Office has said. Armenpress: According to the August 30, 2024 press release the regulation has been signed. Where was the document signed?
Prime Minister’s Office: The regulation was signed through exchanging the original documents via diplomatic channels.
Armenpress: When will the text of the regulation be released to the public?
Prime Minister’s Office: The document will become public under the defined procedures on Monday as part of implementing national finalizing procedures. As required by the Armenian legislation, the regulation will be submitted to the Cabinet for discussion, followed by the ratification process in the National Assembly, and for this reason the document will first of all be sent to the Constitutional Court to determine its compliance with the Armenian constitution.
Armenpress: Why is the document not disclosed now?
Prime Minister’s Office: The press release about the April 19, 2024 meeting of the commissions had basically disclosed the key political content of the document in advance. Publicizing the document a bit later is associated with the need for maximally synchronizing the processes in the two countries.
Armenpress: Why wasn’t the agreement on finalizing the regulation by July 1, 2024 maintained?
Prime Minister’s Office: As of July 1, the commissions had already exchanged the draft options and proposals of the regulation, however the negotiations required a bit more time to finalize and sign the draft.
Armenpress: When and in which part of the border will the next phase of delimitation begin?
Prime Minister’s Office: According to the press release of the April 19, 2024 meeting of the commissions, the sides reached an agreement to agree the sequence after confirming the regulation and continue the delimitation process of all remaining parts of the border.
Armenpress: Will the delimitation proceed under the same principle in the remaining parts of the border?
Prime Minister’s Office: According to the press release on the April 19, 2024 meeting of the commissions, the sides agreed to be guided by the 1991 Alma Ata Declaration in the delimitation process and to stipulate this fundamental principle in the regulation.
Armenpress: How long will the ratification take?
Prime Minister’s Office: As already mentioned, as part of the ratification process the document will be sent to the Constitutional Court to determine the compliance of the obligations stipulated in it to the Armenian Constitution. In case of a positive stance of the Constitutional Court, it will be submitted to the National Assembly for ratification.
