As a result of the official investigation carried out in connection with the incident that occurred on April 10, 2024 at the Nerkin Khndzoresk section of the Armenia-Azerbaijan state border, it was established that a soldier of compulsory military service of the N military unit of the RA NSS, senior duty Y. Q., carrying out border guard service in the specified area, having learned that the shepherd with his herd got lost and ended up on the territory of Azerbaijan, after which the shepherd managed to return to the territory of Armenia, together with the shepherd and other employees on duty, tried to cross the state border of the Republic of Armenia and return the herd, thereby violating the rules of border guard service, causing significant damage through negligence, namely: inappropriate shooting began on the specified border territory, the life and health of people were exposed to obvious danger, the described actions created a threat to the security of the state, as well as a state of lack of proper control in the specified area of the state borders.
As a result of the incident, a soldier of the State Border Service of Azerbaijan was injured. Along with expressing regret over what happened, appropriate measures were taken to strictly observe the rules of border guard service when performing border guard functions by military personnel of the RA NSS and to exclude such cases.
Based on the results of the official investigation, a proper appeal was submitted to the RA Investigative Committee about an obvious crime provided for in the relevant article of the RA Criminal Code, where criminal proceedings were initiated. A preliminary investigation is carried out to clarify the circumstances of the incident and bring the perpetrators to criminal liability.
