NATO Secretary General Jens Stollenberg believes that Ukraine, for the purpose of self-defense, has the right to attack Russian military facilities outside its territory.
"Striking military targets outside the borders of the country is part of the legal right of self-defense," said the Secretary General of the Alliance during a joint press conference with the President of Finland, Alexander Stubb.
At the beginning of April, however, US Secretary of State Antony Blinken stated that Washington does not support Ukrainian attacks on the territory of Russia and does not help in their organization. This is how he answered the question whether attacks on Russian oil refineries are a correct strategic move for Ukraine.
Blinken presented the same position earlier in October 2023. He stated that the United States has never encouraged Kyiv's strikes outside the borders of Ukraine. At the same time, the Secretary of State noted, in fact, "these are decisions that Ukraine should make."
