After October 2023, a large number of foreign governments provided financial or property support to those forcibly displaced from Nagorno-Karabakh for the purpose of humanitarian aid. Much of the support went to the ICRC, the Office of the United Nations High Commissioner for Refugees, or foreign development agencies. The total amount of support announced was about $109 million. Armenia's Deputy Prime Minister Tigran Khachatryan said about this in the National Assembly during the discussion of the report on the implementation process and results of Armenia's Government's plan for 2023.
"The European Union and some foreign governments have provided direct budget support in the amount of $17 million. Another $16 million has been allocated to the World Bank to increase the concessionality of budget support loans.
Food, medicines and necessary household items were also sent to Armenia for the refugees of Nagorno-Karabakh," said the Deputy Prime Minister.
