As of now, there is no agreement between Armenia and Azerbaijan over the maps. There is an agreement that Armenia and Azerbaijan recognize each other's territorial integrity on the basis of the Alma Ata Declaration, and there is an understanding that a delimitation process should take place between Armenia and Azerbaijan, the political basis of which should be the Alma Ata Declaration. Armenia’s Prime Minister Nikol Pashinyan said this during the Parliament-Government question-and-answer session, referring to the question of Gegham Manukyan, deputy of the ‘Hayastan’ (Armenia) faction, whether there is a specific document, a map, by which the delimitation should be done.
“What does it mean to carry out border delimitation based on the Alma Ata declaration? It does not mean creating a new border between Armenia and Azerbaijan, but it means re-expressing the most recent de jure borders of the Soviet Union on the ground, that is, this is the logic we are guided by," said the Prime Minister.
