In our editions of the peace treaty, the entire content is built on the basis of the three principles agreed between Azerbaijan and Armenia. Of course, Azerbaijan is trying to take a step back from these principles and violate the logic of the principles by changing certain details, but our claim is that the agreement should be signed within the framework of these principles, and the text should be drawn up within these frameworks, including regarding communications.
The principles that exist on unblocking – sovereignty, equality and reciprocity – should be enshrined in the agreement. Sargis Khandanyan, Chairman of the Standing Committee on Foreign Relations of the National Assembly, stated this at the parliament, during the briefing with journalists, referring to the developments on the peace treaty.
To the question of one of the journalists that at the end of 2023, Armenian officials were optimistic that the agreement would be signed this year, is it likely to be signed now? Khandanyan noted that hopes are preserved and the Armenian side is open to discussing even the most complex issues at the working level.
“The problem is Azerbaijan's behavior in returning to the negotiation table and forming constructive positions. When this happens, of course, there is hope that it will be possible to do it in the near future,” Khandanyan answered.
According to him, if we want to achieve peace and stability in the region, it is also very important to control the weapons, regarding which statements were made by the Armenian side, and which Armenia’s Foreign Minister Ararat Mirzoyan spoke about the day before.
According to him, Azerbaijan's reaction to these statements shows its real intentions.
“All the countries of the world are arming themselves, Armenia is also arming itself, but we know that we are arming ourselves to protect our borders. And such a contractual framework, if it happens between Armenia and Azerbaijan, can be an effective guarantee to make sure that the countries acquire weapons for the purpose of defense,” said the deputy.
To the question: “Azerbaijan has already rejected that proposal, what does this indicate?” he emphasized that it indicates Azerbaijan's non-constructive behavior.
“We will continue to speak up this idea, because Azerbaijan is constantly talking about our being armed in its speeches. Our proposal is about the fact that we are sincere in our positions, and if you are also sincere, then you should agree to it,” said Sargis Khandanyan.
