To tell the truth is to know it. As for the settlement of the Nagorno-Karabakh issue, there was never an option to propose a solution. Armenia’s Prime Minister Nikol Pashinyan mentioned this in an interview given to Public TV of Armenia.
“Since the Madrid principles, all the options that have been on the table have assumed the non-resolution of the Nagorno-Karabakh issue, that is, there was no document which, after signing, was considered that the Nagorno-Karabakh issue was resolved. One such option was in 1999, which, if signed, it could be said that the Nagorno-Karabakh issue was resolved, it was the exchange of Meghri and Nagorno-Karabakh that could end with that, and that the issue was closed. That is, Meghri region was handed over to Azerbaijan, Nagorno-Karabakh to Armenia. It was the only option by which it could be recorded that the Nagorno-Karabakh issue is being resolved, there is no solution to the Nagorno-Karabakh issue in any other option. In a sense, this was also special in my perception that the Nagorno-Karabakh issue could always be held as a baton over the head of Armenia, maybe some people thought - also over the head of Azerbaijan, but now I am talking about Armenia and I want to talk about Armenia,” he said.
According to Pashinyan, when you have an environment of predictability or an opportunity to make the process predictable, you can discuss and make a decision, when you don't know or there is absolutely no possibility to make the process predictable, it becomes impossible.
