Kirby accused them of a lack of desire to help Ukraine amid Putin's "aggressive" statements.
"I hope those House Republicans who have been holding critical aid to Ukraine hostage for months have heard Putin's message loud and clear. Instead they go on vacation," Kirby said.
According to a Biden administration official, Ukraine needs military assistance now, not after the holidays.
