We hope it is not a formal agreement by Azerbaijan. Armen Khachatryan, Deputy of the ‘Civil Contract’ faction of the National Assembly, said this during the Parliament briefings, referring to the statement of Armenia’s Prime Minister Nikol Pashinyan that the three main principles of the peace treaty with Azerbaijan have been agreed upon.
“We want to make sure that this agreement on the part of Azerbaijan is not a formal one, but a substantial agreement and is real, because the second meeting is not taking place to deepen and discuss these issues in a multilateral way,” he said and expressed his fear. “The international community can say yes, they are very good principles, we agree, of course, because it will be very difficult to say anything else, but they will not actually take practical steps to implement these principles.”
Khachatryan also noted that it is not clear what practical steps Azerbaijan will take to implement these agreements.
“As of now, we are seeing some delays, which is not good,” he said.
The MP also noted that the principles have been agreed upon, but the negotiations that should take place and within the framework of which the agreement should be fixed have not yet been held.
“The principles were agreed upon once, and Azerbaijan's position was that we agree, but already in other negotiation processes, when they should be confirmed with appropriate signatures and through guarantors, this has not happened yet.
I think it should happen. In any case, it's a matter of months, days, weeks,” said Armen Khachatryan, reminded that the meeting was supposed to take place at the end of the week, but it was postponed, then he added.
"It means that at the moment he does not want (meeting - ed.), but it is not the case that Aliyev manages all geopolitical processes in this world. The time will come, and I think those negotiations will take place. Peace has no dilemma.”
As for the issue of enclaves, according to Armen Khachatryan, this issue is not discussed within the framework of these three principles.
