Alfred-Maurice de Zayas, former expert of the UN Council on Human Rights and Promotion of Democratic and Just International Order, condemned Azerbaijan's aggression against Nagorno-Karabakh.
"If the doctrine of "Responsibility to Protect" (R2P) means anything, then it refers to the tragedy that is happening in the Republic of Artsakh, better known as Nagorno-Karabakh, since 2020.
The doctrine, which is a new norm of international law, was introduced at the initiative of the United Nations in 2005. It consists of several principles united by the idea that "sovereignty is not a privilege, but an obligation to protect the people who live within the borders of a given state."
Azerbaijan's illegal aggression in 2020, which was accompanied by war crimes and crimes against humanity, is a continuation of the Ottoman Empire's genocide against Armenians. This case should be properly investigated by the International Criminal Court in The Hague under Articles 5, 6, 7 and 8 of the Rome Statute. President of Azerbaijan Ilham Aliyev should be charged and held accountable. Such crimes cannot go unpunished," the expert stated.
