The staff of the President of Azerbaijan published the "reintegration program" of the Armenians of Nagorno-Karabakh. According to the report, Ramin Mammadov has been appointed responsible for relations with the Armenians of Nagorno-Karabakh, and he is discussing this program with the representatives of Nagorno-Karabakh.
It is noted that the so-called "reintegration" should take place within the framework of Azerbaijan's territorial integrity and sovereignty, based on the country's Constitution, laws and international obligations.
In particular, it is mentioned in the program proposed by Baku. "Government in the Armenian-populated regions will be carried out through the special representatives of the President of Azerbaijan. Municipalities will be formed through elections held in accordance with the legislation of Azerbaijan.
Citizenship as well as property issues should be resolved in accordance with the Constitution and legislation of Azerbaijan. The Azerbaijani national currency will enter full circulation.
The disarmament and demobilization process must be completed and all weapons confiscated from residents. Local public order and security must be ensured by the forces of the Ministry of Internal Affairs of Azerbaijan.
Residents are guaranteed the right to preserve and develop their culture and ethno-cultural characteristics. Freedom of religion and protection of cultural and religious monuments are ensured. An opportunity to use Armenian will be created."
The office of the President of Azerbaijan informed that contacts with the representatives of Nagorno-Karabakh Armenians will continue for the practical implementation of reintegration.
As a result of another large-scale aggression initiated by Azerbaijan a few days ago, Nagorno-Karabakh has been almost completely depopulated. More than 100,500 people were forcibly displaced to Armenia.
