Using grenade launchers and rifles, targeting land cultivators, abducting Artsakh Armenians, blocking the road with Armenia, causing a humanitarian crisis, Azerbaijan offers a humanitarian aid to the population of Nagorno-Karabakh.
However, the only mission of 40 tons of flour is not to save Armenians from hunger, but to open Aghdam. Baku is trying to present to the international community that Lachin, that is, the connection between Nagorno-Karabakh and Armenia, is not very vital, Nagorno-Karabakh can be connected to Azerbaijan through Aghdam and they will take care of the needs of their own citizens, as Aliyev likes to say. However, these ambitions of Azerbaijan would not be so worrisome if the same messages did not come from the capitals that assumed the role of mediator.
In the so-called Lavrov's new plan, among other points, it is proposed to open Aghdam, then Lachin, in the opposite order, but again there is a scenario of opening the Aghdam road in the Michel proposal. There is also a French package, the contents of which, however, are not yet classified and it is not known whether there is an alternative to opening the Aghdam road.
