Mozambique's permanent representative in UN Pedro Comissário Afonso said Mozambique wishes to express deep concern over the reported difficulties faced in the delivery of humanitarian assistance to people in need in the Nagorno-Karabakh region during a UN SC meeting commenced by the initiative of Armenia.
“It's obligation of all states to protect civilians in conflict areas by ensuring provision of essential services including food and healthcare. Mozambique urges "Armenia and Azerbaijan to ensure vulnerable population has unimpeded access to humanitarian aid".
Afonso said Mozambique Appeals to the parties to abide by the ICJ decisions on the matter. "It is our strong belief that bilateral issues between the two countries must be resolved through diplomatic means, so as to foster mutual trust and achieve a peaceful and lasting solution to the conflict. That must be with respect for territorial integrity, sovereignty and independence. Solution should be in the spirit of good neighbourliness. Mozambique backs the role of the OSCE Minsk group, the UN, OSCE and EU in mediation and normalization efforts", he said.
