Nagorno-Karabakh Ombudsman Gegham Stepanyan posted on his Twitter:
"In the conditions of the ongoing blockade, the critical infrastructure of Artsakh remains deliberately disrupted by Azerbaijan, as a result, the humanitarian crisis deepens, leading to large-scale human rights violations," Stepanyan stated.
