Today, on June 26, the Human Rights Defender published the 2022 Annual Report on the activities of the Defender as a National Prevention Mechanism.
Reference was made to the issues recorded during the monitoring conducted in 2022 and to the systemic issues raised by individual complaints received from persons deprived of their liberty.
They were analyzed in detail and summarized within the framework of this Report, as well as recommendations for addressing the raised issues were provided. The issues on protection of the rights of persons with mental illness, the activities carried out in the field, the solved and unsolved issues were also presented.
The issues regarding the provision of the right to health care, food, improvement of detention conditions, sanitary and hygienic conditions, contact with the outside world, resocialization, education, employment and other issues of persons deprived of liberty in penitentiary institutions, places of detention of arrested persons and police stations were analyzed and appropriate recommendations were presented.
A special reference was made to the issues related to the working conditions of penitentiary and police servicemen, as well as medical personnel, which make the implementation of continuous reforms in the field relevant.
It should be noted that the activities of the Defender in the status of the National Preventive Mechanism are carried out in strict accordance with the principles of unbiased, non-political and professional work in close partnership with public bodies, civil society organizations and international partners.
