Foreign Minister of Armenia Ararat Mirzoyan addressed the issue of enclaves, expressing his opinion that the legal basis of the origin of enclaves needs to be studied.
“Politically, yes, we know that such enclaves existed in the territory of Armenia during the last period of Soviet Armenia, but I think that this is an issue that should be dealt with by the delimitation commission itself,” he said and added that the solutions should be discussed within the framework of that commission.
The minister also mentioned that the announced 86,600 square kilometers includes these enclaves, but there are legal grounds within which the matter should be studied.
Later, MP Agnesa Khamoyan of the ‘Hayastan’ (Armenia) faction specified when the issue of enclaves arose, Ararat Mirzoyan clarified once again.
“I am aware, and I am making this political claim, that there were Azerbaijani enclaves, but let the experts decide on what basis these enclaves existed, did they have the right to exist or not, or did everyone start out of inertia say enclave, but there is none. And please, when talking about enclaves, do not forget an important detail. We had, there was an Armenian enclave in the Azerbaijan SSR, Artsvashen, the creation of which and legal grounds for its existence are at least disputed by no one,” he said.
