The President of Azerbaijan did not publicly say that he recognizes the territorial integrity of Armenia with an area of 29,800 square kilometers, but there was a statement by the President of the European Council, Charles Michel, according to which the parties recognize each other's territorial integrity with the territorial integrity of 29,800 and 86,600 square kilometers. And this is not denied by the Azerbaijani side. Armenia’s Foreign Minister Ararat Mirzoyan said this during the discussions of the budget performance report in the National Assembly.
“And I hope the Azerbaijani top leadership will announce the recognition of Armenia’s territorial integrity with these very words. Naturally, Azerbaijan isn’t objecting, it claims to recognize Armenia’s territorial integrity. The mentioning of these numbers was an additional clarification mechanism. This hasn’t been denied by Azerbaijan, but there is a need for a public confirmation. Otherwise we continue to be concerned that Azerbaijan, with its policy, has territorial claims against Armenia,” said the minister.
According to the minister, Azerbaijan's territorial claims are evidenced by the aggression that took place in September 2022, the invasion of the territory of Armenia, and the invasions that took place before that, including the incident in the area of Tegh village. And it is in order to eliminate similar incidents that Armenia is interested in delimitation work being carried out as soon as possible.
“Yes, it may not be realistic to do the work of delimitation completely quickly, but at least the parameters of the work of delimitation, the bases, as clearly as possible and with wordings that leave less room for interpretation, this is a priority for us,” said the minister.
Armenia also needs to clarify the border with Georgia, but since Armenia has warm, fraternal relations with Georgia, and there is no severity of the conflict, there is no danger of incidents, invasion of each other's territory, so Ararat Mirzoyan believes that it is possible to work with the Georgian side in a more constructive atmosphere. And the situation with Azerbaijan is tense, because in the last 3 years, the Azerbaijani armed forces have invaded the territory of Armenia several times.
“We have concerns that there is a deliberate attempt to tear off new territories from Armenia, in one case - small, in another case - large. And we are interested in that border line being fixed as clearly as possible and as soon as possible,” he said.
