Arusyak Julhakyan, deputy of the ‘Civil Contract’ faction, reminded during the Parliament-Government question-and-answer session that during the last session of the Government, Armenia’s Prime Minister gave two instructions to the Ministry of Foreign Affairs. The first, to work towards the launch of the genocide prevention mechanism within the UN, and the second recommendation referred to the launch of international mechanisms again in relation to the return of Armenians displaced from Nagorno-Karabakh and neighboring regions, defined by point 7 of the statement of November 9.
The MP inquired from Armenia’s Minister of Foreign Affairs Ararat Mirzoyan about the work done in those two directions.
"Armenia’s Ministry of Foreign Affairs started working with the UN High Commissioner for Refugees almost immediately after the signing of the trilateral statement on November 9 and the cease-fire, to ensure the return of refugees to Nagorno-Karabakh and surrounding areas, the areas that have now appeared, as stipulated in point 7 of the declaration under Azerbaijani control. And after my appointment as Foreign Minister, these works continued. There is correspondence, several meetings were held with my participation, the issue continues to be discussed, and after the Prime Minister's instruction, another meeting was held without my participation.
There are actually obstacles that are caused by the Azerbaijani side. Here, too, the Armenian side strives to be as constructive as possible, to find solutions so that what is stipulated in the 7th point is implemented.
As for the genocide prevention mechanism. We have been working in this direction for a long time, and now we have intensified our efforts even more, because in reality, as everyone can see, in particular, there is a danger of real ethnic cleansing, genocide for the Armenian population of Nagorno-Karabakh. This is even openly manifested in the statements of the highest Azerbaijani officials, in their speech. So the international community, in particular, the UN, really has something to do in this direction,” said Mirzoyan.
