I have never avoided a meeting, but, on the other hand, the experience of our meetings shows that there must be guarantees on the fulfillment of agreements and commitments, Armenian Prime Minister Nikol Pashinyan said responding to the question of a journalists whether there is a meeting scheduled between Pashinyan and Aliyev in Brussels.
"If Azerbaijan uses negotiations to justify escalations, it is not acceptable for us. Negotiations should become a guarantee of stability. We also understand, and I have publicly said that I am ready to take responsibility to sign documents that will not be a dream document, but will not give a reason to hide away", said the Prime Minister.
Nikol Pashinyan expressed concern on the Brussels format, about which there were active discussions with the President of the European Council, Charles Michel.
"As a result of and during those discussions and even before that, we saw a fundamental problem in the Brussels format. The problem is that we have agreed on many things, but almost nothing has been implemented. On December 14, 2021, after the tripartite meeting in Brussels, I made a post on the Facebook page that we agreed to start the Yeraskh-Sadarak-Ordubad-Meghri-Horadiz railway, and the railway should operate in accordance with the laws of the countries through which it passes. It was an accurate representation of our agreement. I made a statement about this at the Government session, until now the construction of the railway has not resumed. Why didn't it restart?
Because exactly one week later, when the agreement should have been signed in writing, Azerbaijan refused to sign the agreement. In connection with the Brussels format, we have reached ten, if not dozens, at least more than ten such agreements that have not been implemented, including on the release and return of prisoners.
There is a second nuance. When there are no negotiations, the risk of escalation increases. But Brussels showed us that there are negotiations that not only do not reduce the risk of escalation, but also increase it. I want to draw attention to the fact that the large-scale attack of September 13 took place 13 days after the meeting in Brussels.
What is our attitude now? we say we agree to continue the work in that format, but let's start implementing what we have agreed point by point. If there are more than ten agreements that are implemented, what is the point of working on agreeing something new? Those agreements related to Nagorno-Karabakh, border security, opening of regional communications, release of prisoners, etc., the Prime Minister noted.
He emphasized that there is an obvious fact regarding the EU mediation.
"We had less effective meetings in Brussels, and in Prague we had perhaps the most effective negotiations in the quadrilateral format, which provided concrete results. Now Azerbaijan says: I am not ready to work in an effective format, but they are ready to work in an ineffective format. Azerbaijan does not like France's mediation, the four-way logic, and there is a solution there. let's have a five-way meeting, for example, invite Germany and the USA, we are ready
