The UN General Assembly is discussing a draft resolution proposed by Western countries “on the principles underlying a comprehensive, just and sustainable peace in Ukraine”, which can be adopted at a meeting on February 22, RIA Novosti reported, citing sources at the organization.
An emergency special session of the General Assembly is scheduled for February 22, which was initiated by Western countries and Ukraine and timed to coincide with the anniversary of the start of the special operation. It is planned to adopt the document at this session, and the authors want to achieve maximum support for the resolution in terms of the number of votes in favor. “In order to achieve a new record, the authors tried to give it the most “peaceful” tone, deliberately smoothed out many corners,” one of the interlocutors quotes the publication. But at the same time, the text echoes the “peace plan” of Ukrainian President Volodymyr Zelensky, which implies the transfer of territories, including Crimea, to the Ukrainian side.
One version of the text of the document states that “the General Assembly calls on Member States (UN) and international organizations to redouble their support for diplomatic efforts to achieve a comprehensive, just and sustainable peace in Ukraine in accordance with the UN Charter.” The document mentions that the General Assembly reaffirms its commitment to the sovereignty of Ukraine. It also spelled out requirements for Russia to withdraw troops within the internationally recognized borders of the country.
Zelensky presented his peace plan in December 2022 at a meeting with US President Joe Biden. Among the 10 points of this initiative are the release of all prisoners of war, the restoration of the “territorial integrity” of Ukraine, etc.
The Wall Street Journal, citing sources, reported that Zelensky’s team is finalizing the details of a plan for a peaceful settlement of the conflict, which consists of ten points. According to the publication, the proposals being developed can be submitted in February 2023. At the same time, Ukraine currently has a law that prohibits negotiations with Russia.
At the end of December 2022, Russian Foreign Minister Sergei Lavrov called Zelensky’s “peace formula” illusory.
On February 8, Russia’s Permanent Representative to the UN Vasily Nebenzya, at a meeting of the organization’s Security Council, said that Zelensky’s plan to resolve the conflict was unrealizable. Nebenzya believes that the “peace formula” of the Ukrainian president is “a mockery of the concept of a peace plan.”
