Armenian Parliament’s Vice Speaker Ruben Rubinyan presented the latest developments in the relations between Armenia and Azerbaijan to those present at the session of the PACE 2023 winter session.
“Dear colleagues, during the last session we held a discussion after Azerbaijan attacked the sovereign territory of Armenia, occupied a part of it and bombed civilian infrastructures deep in the territory of Armenia. Back then, during the debate, most of the speakers called on Azerbaijan to immediately withdraw its troops from the sovereign territory of Armenia. Several months have already passed and, unfortunately, I cannot say that it has been done.
Azerbaijan continues to occupy the sovereign territory of Armenia, and recently Azerbaijani President Aliyev proudly announced that Azerbaijan now has better positions that will be needed to strike Armenian targets in the future. But this is not the worst thing that Mr. Aliyev said in that revisionist and bellicose statement. He noted that half of Armenia is a part of historical Azerbaijan, including the capital Yerevan. He called Armenia "Western Azerbaijan". This revisionist and expansionist term has entered the official discourse of Azerbaijan, and it indicates the clear intention to continue the aggression against the Republic of Armenia. This should not be acceptable.
Dear colleagues, you know better than anyone else that wars and aggressions begin with words. And you can easily distinguish the words that can lead to aggression, its release. I think it's time for us to stop talking about Azerbaijan as an aggressive state, we need to adopt a resolution on Azerbaijan, the state whose president openly talks about his plans to start aggression against a democratic neighbor. It should be unacceptable for our organization, for Europe. I count on your support,” said the head of the Armenian National Assembly delegation to the PACE.
