Artsakh’s (Nagorno-Karabakh) Human Rights Defender Gegham Stepanyan wrote on Facebook.
“It is welcome that in the most difficult humanitarian conditions, various structures, including representatives of the Russian peacekeeping troops, provide assistance to the public, including pregnant women and children.
However, I consider it unacceptable to shoot people, especially children, with their faces open and to spread the photos. For a decent citizen of Artsakh, it is at least considered humiliating to manipulate the aid provided and to use it as a scene of pity, regarding which many complaints were also submitted to the Human Rights Defender’s office.
I urge all organizations and individuals providing aid to respect people's right to privacy and dignity and refrain from distributing such photos,” the Ombudsman stated.
