Jeremy Fleming Head of GCHQ, Britain’s intelligence, cyber and security agency, is not sure that the West will be able to predict a nuclear attack by Russia in time.
“Moscow's rhetoric on this issue is worrying. There is no one hundred percent guarantee that the West will reveal the fact of Russia's use of nuclear weapons in time," said Fleming.
He admitted during a speech at the United Royal Institute for the Study of Security and Defense Issues in London that there could be no guarantees in this area. He also added: "I hope that we will find out about a “potential strike” in advance, taking into account the Russian doctrine on the use of nuclear weapons and the approach of President Putin to this issue. But I think it's worth worrying about the rhetoric that's being used.”
Earlier, on October 6, the official representative of the Russian Foreign Ministry, Maria Zakharova, stated that Washington and other Western capitals are interested in the escalation of the situation surrounding the use of nuclear weapons, in order to later assign the blame to Moscow. According to him, Washington is pursuing a destructive policy in order to achieve global hegemony, without taking into account the danger of provoking a direct nuclear-armed conflict between major powers.
According to the Russian nuclear doctrine, the use of nuclear weapons is possible by the adversary's use of these or other types of weapons of mass destruction against Russia and its allies, receiving reliable information about the use of ballistic missiles to attack Russia and its allies, facilities necessary for retaliatory actions of a nuclear attack in the case of the influence of the enemy, as well as in the case of aggression threatening the existence of the country with the use of conventional weapons.
