Ukraine believes that the guarantors of the country's security can be the permanent members of the UN Security Council (Russia, the US, China, the UK, France), as well as Turkey, Germany, Poland and Israel, a member of the Ukrainian delegation and head of the parliamentary faction of the ruling Ukrainian party Servant of the People David Arakhamia said, TASS reports.
"[Among the security guarantors] we see the UN Security Council countries in the first place. These are primarily the United Kingdom, China, and the Russian Federation is also among them, but we will talk about it separately, of course, the United States, France, Turkey, on whose soil we are now, Germany, Canada, Italy, Poland, Israel," Arakhamia said.
According to him, Ukraine offers basic parameters, which should be enshrined in the security guarantees. In addition, Kyiv is open to proposals for additional items that could be included in the agreement, he added. Ukraine's security guarantees should be similar to Article 5 of the North Atlantic Treaty on Collective Defense. However, Kyiv also suggests that the period of consultations between the guarantor countries in case of aggression against Ukraine should be limited to three days, Arakhamia stated.
He specified that international security guarantees would not apply to Crimea and Donbass. "We have unsettled issues with the Donetsk and Lugansk regions (that are not under Kyiv's control - TASS), the Autonomous Republic of Crimea, as well as Sevastopol. Therefore, security guarantees will not apply to these territories," Arakhamia said.
"It is very important, we have written into this treaty that all guarantor countries should not only not prevent Ukraine's accession to the EU, but should help as quickly as possible to join the European Union," he added.
