“The United States does not intend to back down on calls to establish a 'restricted no-fly zone' in Ukraine. It would mean a war with Russia. A number of world leaders have expressed readiness to cooperate with Russia and Ukraine to defuse the situation. The United States welcomes that,” Psaki says.
