“Calls and exhortations” by Azerbaijanis to the Armenian population through loudspeakers in the Khramort community of the Askeran region are directly intended to intimidate the population, Artsakh Human Rights Defender Gegham Stepanyan wrote on Facebook.
“It is already the 3rd day that from the hill located near and 500 meters away from the residential part of the Khramort community of the Askeran region of the Artsakh Republic, the Azerbaijani side, using loudspeakers, “calls on” the civilians of the community to leave the village under the THREAT OF FORCE, with the following content:
“You are in the territory of the Republic of Azerbaijan. Any action carried out here is regulated by the laws of Azerbaijan. Everything you do without official permission is illegal. The agricultural work you are currently carrying out is illegal. Do not prepare for war, do not try to create a border in our territory. If you want to stay and live here, obey the laws of Azerbaijan. Taking into account your safety, we demand to stop the work and leave the area immediately, otherwise FORCE WILL BE APPLIED to you, the responsibility for the losses will fall on you. Do not endanger the lives of your family members. Leave the area, leave the area․”
In the morning, the Human Rights Defender and the staff representatives visited Khramort community to collect facts.
The collected facts prove that the Azerbaijani actions to intimidate the population of the village are carried out under the specially planned direct coordination of the Azerbaijani leadership. This is evidenced also by the fact that the so-called "calls and exhortations" are videotaped and spread on social networks by channels which were used for spreading Azerbaijani propaganda during and after the 44-day war.
It is clear from the content of the “calls” that the Azerbaijani side is threatening to USE FORCE against the civilians of Khramort community, aiming to deprive them of their homeland, the right to live in peace and security, to lead a normal life with decent work.
Among the 300 more civilians living in the community, there are more than 80 children of preschool and school age, members of the elderly and other psychologically vulnerable groups.
The normal life of the village is paralyzed, people have stopped their agricultural work, which is the main means of livelihood of the civilians.
These actions are due to the impunity atmosphere, leaving Azerbaijan unpunished for its criminal acts, in the conditions of which the Azerbaijani side uses new methods and means to advance its anti-Armenian and terrorist policy.
In order to ensure the security of the residents of the community, their physical and psychological immunity, it is very necessary to carry out additional security measures both by the security bodies of Artsakh and by the representatives of the Russian peacekeeping troops. In particular, the constant presence of a group of Russian peacekeepers in the community can increase the sense of security among the residents and promote the normal life of the civilian population in the community.”
