The talks between the Presidents of Russia and Azerbaijan Vladimir Putin and Ilham Aliyev are over in Moscow: they lasted about four hours. The presidents signed a Declaration on Allied Interaction between Russia and Azerbaijan. After the signing of the document, Putin and Aliyev held a joint press conference.
The Russian President stressed that during the talks special attention was paid to the normalization of relations between Armenia and Azerbaijan, the implementation of all high-level trilateral agreements was implemented.
Putin noted that they agreed with Aliyev to facilitate the unblocking of all economic and transport ties. He stressed that it is about the implementation of clear programs in the spheres of cargo and passanger transportations between Armenia and Azerbaijan, and other countries in the region, as well as in the commercial, industrial, agricultural and infrastructure spheres.
The Russian President noted that Moscow will assist in resolving any disputed issues, including border issues.
Referring to the signed declaration, Putin noted that it is a strategic document, which takes Russian-Azerbaijani relations to a qualitatively new stage. Aliyev, in his turn, noted that the document opens new perspectives in Russian-Azerbaijani relations. According to him, the document was developed within a year and includes 43 points.
He quoted the first point of the declaration, according to which Russia and Azerbaijan build their relations on the inviolability of borders, sovereignty and mutual respect for territorial integrity.
According to the declaration, Moscow and Baku expresses readiness to start immediate consultations in case of threats to the security and interests of the parties. The document also envisages the provision of mutual military assistance to ensure security.
