Russian President Vladimir Putin convened a meeting of the Security Council today to discuss the situation in Donbas, Ukraine, and made a number of statements, including the recognition of the independence of the self-proclaimed republics of Donetsk and Lugansk.
Their leaders asked Putin to recognize their independence. The Russian President announced that he would make a decision on this issue today.
