During the Armenian Parliament session, Parliament Deputy Speaker Ruben Rubinyan spoke about his functions as the Special Representative of the Armenia-Turkey settlement process.
"The special representative is not a position, it is a function, that is, I have not been appointed to any position. I am the Deputy Speaker of the National Assembly, but I also carry out the function of the special representative, who was delegated to me publicly,” Rubinyan said.
"This is the only case when the process of normalization of Armenia-Turkey relations begins, and the first point of that process is public," Rubinyan added.
