Armenia's representative in the UN International Court of Justice consideres the decisions of the Hague Tribunal at the ECHR, to be a victory for Armenia and emphasize that it is necessary to understand them correctly. According to Yeghishe Kirakosyan, the fact that the decision is favorable for us depends on the reaction of the neighboring country.
Yeghishe Kirakosyan (Representative of the Republic of Armenia at the ECHR and UN International Court of Justice) - There is an obvious painful reaction to the decisions, we hope that in the future, in case of agreed work, it will be implemented.
Kirakosyan reminded of Armenia's demands submitted to the UN High Court, noting that most of them were satisfied. On almost every issue, the Armenian side has made at least two claims in the lawsuit. One of the key demands referred to the return of prisoners of war. Prior to that, Armenia's demand was to ensure the treatment of those individuals in strict compliance with the provisions of the Convention on Racial Discrimination. The court considered that the repatriation of prisoners was regulated in the context of humanitarian law, with reference to the Geneva Convention.
Yeghishe Kirakosyan - Considering that the attitude is conditioned by being an Armenian, considering it endangered, obliged Azerbaijan to ensure the rights enshrined in the Racial Convention, not to be subjected to degrading treatment, stressed the equality before the law.
Armenia has applied to the Hague Tribunal to oblige Azerbaijan to stop preaching hate speech against Armenians and desecrating spiritual and cultural institutions. The demands were to oblige Baku not to take steps to escalate the dispute, to provide regular information on the measures taken.
Yeghishe Kirakosyan - The court clearly obliged that Azerbaijani officials and state institutions would not carry out hate speech and prevent all this. This is a great record. The evidence was so strong that the court made such a record.
Urgent court decisions are binding internationally. The court shall immediately notify the decision to the UN Security Council, which shall have the power to monitor the implementation of such decisions and to take steps to ensure that they are implemented.
Yeghishe Kirakosyan also noted that efforts are underway for the return of detainees in Azerbaijan. New evidence relating to captives has been submitted to the ECHR.
