Arayik Harutyunyan, President of Artsakh (Nagorno-Karabakh) made a post on his Facebook page and noted that Azerbaijan violates the provisions of the signed statement and all agreements.
“A year has passed since the establishment of a fragile ceasefire in the Azerbaijani-Artsakh conflict zone. During that period, the Artsakh authorities, with the support of the Republic of Armenia and the Diaspora, in cooperation with the Russian peacekeeping troops, are trying to solve the various problems that arise after the war: military-political, security, socio-economic, etc.
However, sometimes we have situations when the Azerbaijani side violates the provisions of the high-level statement signed a year ago, as well as the agreements related to daily work. This is the case with the ceasefire violations on the line of contact, it is the case with the recent two cases when civilians were killed and wounded. The citizens of the Artsakh Republic, as well as the Russian peacekeepers, were the target of open terrorism in Azerbaijan. The aim is to sow panic among those living in Artsakh, and, of course, to try to discredit the Russian peacekeeping mission.
I would like to briefly touch upon what is being done during this period to strengthen the ceasefire regime provided through the Artsakh’s Defense Army and peacekeepers and to solve other security issues.
1. Amendments to the Law on Weapons will increase the possibilities for acquiring weapons.
2. Tangible work has been done so far to ensure permanent armed control in the settlements adjacent to the line of contact, but from now on, the relevant law enforcement agencies will be more involved in ensuring the work done in the areas near the line of contact, settlements and roads. In this regard, I ask all citizens and organizations to apply to the National Security Service of the Republic of Artsakh in case of carrying out works in the mentioned areas.
3. Of course, during this year a lot of work has been done to strengthen the front line and ensure the proper implementation of the functions of the Defense Army.
4. We also carry out daily security cooperation with Russian peacekeepers to prevent risks and eliminate problems.
Through various efforts, mainly non-violent ones, we will do our best to continuously increase the level of security of our population, using our own security capabilities and the military-political guarantees provided by the Russian peacekeeping troops.
I once again thank the Russian peacekeepers in Artsakh, the command, and personally the President of the Russian Federation Vladimir Putin for their efforts,” Harutyunyan wrote.
