Large-scale housing construction is underway in Artsakh (Nagorno-Karabakh). Apartments for the citizens of occupied Shushi and Hadrut are planned build in Stepanakert. Out of 2314 apartments being built at this stage, 1489 are being built in the capital of Artsakh.
“750 apartments are being built funded by the ‘Hayastan’ All-Armenian Fund, and 749 apartments are being built with the help of private investments,” says Aram Sargsyan, Minister of Urban Development of Artsakh.
‘Hayastan’ All-Armenian Fund is also building apartments in the regions of Artsakh: 380 apartments in Askeran region, 276 apartments in Martuni region. The construction of a district for the occupied village of Mets Tagher in the Hadrut region continues in Ivanyan. There will be a total of 180 apartments in 15 buildings.
“The buildings consist of reinforced concrete monolithic structures, the foundations are strip reinforced concrete. The building consists of 4 floors, one floor will be semi-basement as a shelter, and 3 ground floor as a residential,” says constructor Komitas Harutyunyan.
The cost of construction of dwellings alone is about AMD 4 billion 547 million ($9,472,916). The project is expected to be completed in September 2022.
“Each building will have 12 apartments with 2 and 3 rooms. The area of 3-room apartments is 86 square meters, 2-room apartments are 71 square meters,” says constructor Gnel Khurshudyan.
Construction companies need masters in Artsakh. That is why Aramayis Ghulijanyan from Vanadzor does not go to work abroad next year. Instead, he builds in Artsakh with his three sons.
“I have been working for foreigners for many years, mainly in Russia. But we have been building for our nation for several years now,” says master Aramayis Ghulijanyan.
As a result of the 2020 war, about 6,000 families were displaced in Artsakh. The Government plans to solve the housing problem by the end of 2024. As a temporary solution, vacant houses in the villages are being repaired quickly.
“More than 1000 residential houses in the communities have been inventoried from the old housing stock that has no owners. Work is being carried out on 302 houses, 262 have already been completed, which have already been provided to our displaced population. The bathroom and kitchen are a must,” says Aram Sargsyan.
In order to alleviate the housing problem of young families, the Artsakh President approved the Government's decision, according to which, from now on, the residents of Stepanakert can also benefit from the program of financial assistance of AMD 5 million (over $10,000) to young families building houses.
