Armenia’s Prosecutor General Arthur Davtyan met with the Prosecutor General of the Russian Federation Igor Krasnov in St. Petersburg today, which was the third this year.
Issues related to the development of strong partnership relations between the Prosecutor General’s Offices of the Republic of Armenia and the Russian Federation, issues of mutual legal assistance in criminal cases, extradition, as well as bilateral and multilateral cooperation in the fight against international crime were discussed.
The parties noted the recent positive trends in strengthening bilateral ties, which are in line with the spirit of strategic alliance relations between the two countries.
It was noted that the nature of the relations between the two institutions is such that it allows the issues that are not always subject to settlement by international agreements to be resolved as soon as possible on the basis of mutual trust and constructiveness.
The Prosecutors General referred to the mechanisms of cooperation between the Russian Prosecutor’s Office, the investigative body of the Russian Prosecutor’s Office, the Armenian-Artsakh law enforcement bodies serving in the territory of the Republic of Armenia and the Russian military peacekeeping mission in the Republic of Artsakh. Implementation of the agreements reached in connection with the operative recording and response of such cases.
Armenia’s Prosecutor General emphasized especially in 2020 the involvement of the Russian Prosecutor General’s Office, personally Igor Krasnov, in the process of verifying the humanitarian issues raised after the Artsakh war, the search for the missing servicemen, and the process of verifying the data on them.
During the meeting, the Armenia’s Prosecutor General also referred to the international law and the need to return the captured Armenian servicemen and civilians detained in Azerbaijan due to the 8th point of the trilateral statement on the approval of the ceasefire signed by the leaders of Armenia, Russia and Azerbaijan on November 9, 2020, and to protect their rights.
Arthur Davtyan stressed that the full implementation of the 8th point of the statement, the solution of humanitarian issues can become a sufficient guarantee for peace in the region, effective and safe cooperation in economic and other spheres.
The parties agreed to continue regular contacts through the mediation efforts of the Russian side in order to find solutions to the issues raised.
As a result of the meeting, Arthur Davtyan and Igor Krasnov signed Memorandum on priority directions of cooperation of 2021-2025 agreement of Armenia’s and Russia’s General Prosecutor's Offices.
These priorities include information technology crimes, terrorism and extremism, money laundering, repatriation of assets, illicit trafficking in weapons, explosives, drugs, psychotropic substances, corruption, struggle against heroization of Nazism, neo-Nazism, etc.
