There is a written agreement with Azerbaijan on the return of the captives, which was signed by the Prime Minister of the Republic of Armenia, the President of the Russian Federation, the President of Azerbaijan. “However, Azerbaijan is not fulfilling its obligations. I’m glad to note that the OSCE Minsk Group Co-Chairs clearly stated in their statement yesterday the need for the return of captives and other detainees. We continue to raise this issue in the international arena. I want to draw our attention to the issue.
We have stated with the President of the Russian Federation that we have a general idea on the issue: the debate on whether this person is a prisoner of war or not is meaningless and absurd, as the statement refers to prisoners of war, hostages and other detainees.
In other words, any category of people here, no matter what formation they give, they are subject to return. That agreement must be implemented as soon as possible. Yes, I see that the Azerbaijani government is making this issue a subject of political manipulation, including provoking domestic political destabilization in Armenia, including becoming a microphone and platform for some forces,” said the Prime Minister.
