Many prisons in Azerbaijan are overcrowded, most of the prisons do not meet modern standards, everything foreseen by the law must be paid for. Violence against prisoners remains an urgent issue. A report of the Center for the Monitoring of Political Prisoners on the rights of prisoners in detention centers in Azerbaijan stated, Turan news agency informs.
The report states that almost all penitentiaries were built in the mid-20-th century, and some even during Stalin’s rule. These facilities do not meet European standards for penitentiaries. There are 40-80 people in each room. Infectious patients with viral diseases are often not isolated from other prisoners.
The quality of medical care is low, which leads to a large number of deaths.
The report emphasizes that detainees are being tortured and biased.
Elshan Hasanov, head of the Center for the Monitoring of Political Prisoners, believes that the international community should pay more attention to the situation in prisons and influence the government to improve the situation.
“The latest report of the Council of Europe reflects a number of issues. However, it was written in a soft, diplomatic way, in fact the situation is even worse,” Hasanov said.
