"From the point of view of ensuring stable and long-term economic growth, the implementation of capital expenditures is extremely important. This has been and remains a chronic problem for Armenia. The reasons are various, starting from the shortcomings in terms of planning capabilities, ending with the lack of harmony between the participants and the procurement system", Artak Manukyan, a member of the "My Step" parliamentary faction, stated on his Facebook page.
"Acceptance and transfer of expenses made after the revolution takes place with much less corruption risks than before the revolution. This also led to some additional slowdown in performance. While observing the operative process of the execution of the 2020 budget, there was a fear that the execution of capital expenditures will again be below 80%. However, in 2020, capital expenditure performance was 84.8%. Along with the change in priorities in terms of capital expenditures, the volume of performance must also be significantly improved.
