There are sometimes traffic jams in Stepanakert now, crowded streets talk about the return of Artsakhis. Damaged houses are being repaired at a fast pace, public transport is working. According to the newly appointed Minister of Territorial Administration, this scene of the Artsakh capital is an external image of the reality.
Not only those living in the settlements under the control of the Armenian forces are returning to Artsakh, but also the former residents of the Hadrut and Shushi regions. Today they are temporarily housed in Stepanakert, but the Artsakh government is tending to accommodate people in other towns and villages as well. As a result of the war, Martuni and Chartar became border guards.
The main source of income for Chartar's 5,000 inhabitants was fields and vineyards. Today they are mainly under the control of the enemy. There are also problems with infrastructure in border communities.
The newly appointed Minister of Territorial Development believes that if the available resources are used properly, it will be possible to achieve greater efficiency. According to Hayk Khanumyan, the best and shortest way to achieve that is the application of the latest technologies in all spheres.
