The Embassy of the Republic of Armenia in France has published the call of the Marseille City Council on the situation in Nagorno Karabakh, which, in particular, reads:
"On September 27, 2020, Azerbaijan, with the support of Turkey, launched a particularly strong attack against the Artsakh Republic, known as Nagorno-Karabakh.
The military means used by Azerbaijan (missiles, heavy artillery, armed drones, strike drones, combat aviation, mass bombings of civilians and infrastructure, use of cluster munitions prohibited by international law) prove that beyond the territorial disagreement, we are talking about a real attempt to ethnically cleanse the Armenian population from this area.
The city of Martakert, which signed a declaration of friendship with Marseilles, remains under the control of the Artsakh Republic. However, there is significant material and human damage. The security of the residents of the Artsakh Republic is not ensured. Based on this situation, the city of Marseille unanimously.
- Reaffirms the urgent need to reach a final settlement of the conflict, which will guarantee the lasting security of the civilian population.
- Reaffirms the absolute necessity of the peaceful population leaving the Artsakh Republic to return safely to their homes.
- Calls on the international community, with the involvement of the European Union and the United Nations, following the example of the Minsk Group, to take measures to find a commonly agreed solution that will allow the stable and secure settlement of Armenians throughout the Artsakh Republic.
- Recognizes the right of the Armenians of the Artsakh Republic to self-determination as the only possibility of guaranteeing their security.
- Calls on the French government to recognize the Artsakh Republic and establish diplomatic relations with its authorities in order to reach a final settlement of the conflict.
"Provides € 5,000 assistance to the French All-Armenian Fund to assist the conflict-affected population".
