The National Assembly unanimously adopted a message of public interest, as a result of the urgent discussion, on the issue of "Returning Armenian prisoners of war and captive civilians from captivity". The message was adopted by 100 votes in favor.
The issue was discussed behind closed doors. The main speaker - the head of the "Bright Armenia" faction Edmon Marukyan presented the message.
"The RA National Assembly, based on the UN 1948 Universal Declaration of Human Rights, 1949 Geneva Convention, the 1950 European Convention for the Protection of Human Rights and Fundamental Freedoms, the 1965 International Convention for the Elimination of All Forms of Racial Discrimination and other international treaties establishing human rights and humanitarian law, customary international law, and international law recognized by civilized nations,
Taking into account the commitment of the Armenian and Azerbaijani sides to return all the captives, as well as the bodies of the victims, noting that the Azerbaijani side artificially delays the process of returning the captives and bodies, obviously does not accept the real number of prisoners of war and imprisoned civilians under his control, hides their real number, continues physical and psychological torture, moreover, videotapes all this through certain members of his armed forces and spreads it on social networks and media.
Taking into account the purposeful, organized and coordinated policy of the Azerbaijani authorities aimed at inciting hatred and enmity towards ethnic Armenians, glorifying those who have played a role in killing and torturing Armenians in different parts of the world,
The RA National Assembly addresses with a message:
To the international community: the UN Human Rights Council, the UN Committee against Torture and the Subcommittee on Prevention of Torture, the UN High Commissioner for Human Rights, the Committee on Racial Discrimination, the Committee on Security and Cooperation in Europe, the OSCE Minsk Group Co-Chairs, the OSCE Minsk Group, the Commissioner for Human Rights, the European Committee for the Prevention of Torture, the International Committee of the Red Cross and other international and national human rights organizations, institutions and individuals.
We call on:
1 Urge Azerbaijan to immediately hand over to the Armenian side the prisoners of war under its control, other civilians in captivity,
2 Demand that Azerbaijan stop the torture, inhuman and degrading treatment of prisoners of war, other civilians in custody,
3 To oblige Azerbaijan to stop the above policy of anti-Armenianism, which is the cause of gross violations, in all spheres of public life, in schools, educational institutions, public statements of public, military and political figures, social networks, media, as well as in any other manifestation of state anti-Armenian policy.
4 With utmost efforts and real steps to end the anti-Armenian policy of Azerbaijan, which is intolerable for the civilized world, including the unbridled policy of avoiding international obligations in every possible way, policy of blatant violation of human rights and dignity, war crimes and international obligations,
5 To take effective measures to respect and strictly adhere to Azerbaijan's commitments under international human rights law and international humanitarian law".
Marukyan noted that the message will be translated and sent to all the above-mentioned bodies.
