The Russian presidential spokesman Dmitry Peskov said that Russia welcomed the use of Russian in other countries, but the issue of granting state status to the language is an internal matter of each country.
"The issue of granting state status to the Russian language in Nagorno Karabakh is not a subject of negotiations", Peskov said, according to infoteka24.ru.
